CHANGING FOOD PREFERENCES IN INDIA, FOOD INFLATION AND BRICS FOOD DIPLOMACY

An Actual-Data Case-Cum-Research Study of Dietary Diversity, Household Consumption and India’s Culinary Representation at BRICS 2026



Abstract

India's food economy cannot be adequately understood through the simple classification of vegetarian versus non-vegetarian. Food practices differ across religion, region, caste, income, household culture and urbanisation. The available empirical evidence demonstrates that vegetarianism is substantial but does not constitute the dietary identity of the entire Indian population. The Pew Research Center's India survey found that 39% of Indian adults identified themselves as vegetarian, while 61% did not. At the same time, 81% reported some form of restriction on meat consumption.

The Household Consumption Expenditure Survey (HCES) provides a different but complementary picture. Between 2011–12 and 2022–23, average monthly per-capita consumption expenditure increased substantially in both rural and urban India, while the share of food in total expenditure declined. Rural food expenditure declined from 52.9% to 46.4% of total MPCE, while the urban share declined from 42.6% to 39.2%. During the same period, expenditure shares for milk and milk products, fruits, egg/fish/meat and processed foods changed, demonstrating diversification rather than a simple movement toward one dietary category.

This study therefore examines three connected issues: changing Indian food preferences, food expenditure and inflation, and the use of vegetarian cuisine as culinary diplomacy at the 2026 BRICS Summit in New Delhi. The analysis demonstrates that dietary preference is one demand-side factor in food markets, but it cannot by itself explain grocery-price inflation. Climate conditions, production costs, transport, storage, supply constraints, seasonal fluctuations and policy interventions also influence prices. The BRICS case further demonstrates that a vegetarian diplomatic menu is a curated representation of Indian cuisine and cannot be treated as evidence of the actual dietary composition of the Indian population.

1. INTRODUCTION

Food in India performs several economic, social, cultural and religious functions simultaneously. It is a source of nutrition and household expenditure, but it is also connected with family traditions, regional identity, religious practices, caste, migration and social change.

Consequently, the description of India as simply a “vegetarian country” is analytically inadequate.

The distinction between vegetarian and non-vegetarian is itself more complicated than a binary classification suggests. Some households are completely vegetarian. Some consume eggs but not meat. Some consume meat or fish occasionally. Some avoid meat on particular days. Others avoid specific categories of meat because of religious or cultural restrictions.

The empirical evidence confirms this complexity.

The Pew Research Center's nationally representative India survey found that 39% of Indian adults identified as vegetarian and 61% did not. However, 81% reported some form of restriction on meat consumption. Thus, vegetarian identity and meat restriction are not equivalent variables.

The HCES 2022–23 provides an economic dimension to the issue. Average monthly per-capita consumption expenditure reached ₹3,773 in rural India and ₹6,459 in urban India. Compared with 2011–12, current-price MPCE increased by approximately 163.85% in rural India and 145.59% in urban India.

At the same time, the composition of expenditure changed substantially.

The share of cereals in total MPCE declined, while several other food categories increased their expenditure shares. This demonstrates a structural transformation in the Indian consumption basket.

The 2026 BRICS Summit provides an important contemporary case. An all-vegetarian gala menu was presented to international dignitaries in New Delhi. The menu included paneer, mushrooms, millet, regional vegetables, traditional desserts and other Indian and international vegetarian dishes.

The event generated a public debate concerning whether a vegetarian menu represented India's culinary identity adequately.

This paper connects these three dimensions:

The central question is therefore not simply whether Indians are becoming vegetarian. The more meaningful question is:

Is India's food economy becoming more diversified, and how should changing consumption patterns and culinary identity be interpreted in the context of food prices and international diplomacy?

 

2. RESEARCH OBJECTIVES

The study has the following objectives:

To examine the actual level of vegetarian identification among Indian adults.

To analyse restrictions on meat consumption across major religious groups.

To examine changes in household consumption expenditure between 2011–12 and 2022–23.

To compare rural and urban food-expenditure patterns.

To analyse changes in milk, fruits, egg/fish/meat and processed-food expenditure.

To determine whether the available data support the argument that vegetarianism is responsible for grocery-price inflation.

To examine the 2026 BRICS vegetarian menu as a case of culinary diplomacy.

To distinguish national dietary behaviour from diplomatic food representation.

 

3. DATA SOURCES AND ACTUAL RESEARCH DESIGN

This study uses secondary empirical data, rather than a hypothetical or proposed primary survey.

The principal datasets are:

Dataset 1: Pew Research Center India Survey

The Pew survey was based on 29,999 face-to-face interviews conducted across 26 states and three Union Territories. Interviews were conducted in 17 languages.

The survey provides actual observations concerning vegetarian identity and restrictions on meat consumption.

Dataset 2: Household Consumption Expenditure Survey 2022–23

The HCES conducted by the National Sample Survey Office under MoSPI provides actual household consumption expenditure data for 2022–23 and comparable information with 2011–12.

4. EMPIRICAL FINDING I: VEGETARIANISM IN INDIA

The difference between groups is substantial.

Jains display the highest vegetarian identification at 92%, while Muslims and Christians report much lower vegetarian identification.

Among Hindus, 44% identify as vegetarian, meaning that more than half do not.

This finding is particularly important because the Hindu population is sometimes treated as synonymous with vegetarianism in simplified discussions of Indian food.

The actual evidence does not support that assumption.

 

6. REGIONAL DIFFERENCES

The Pew data also show significant regional variation among Hindus.

The highest reported level is in Northern India at 71%.

The national average conceals considerable regional diversity.

Therefore, any statement that “Indians are becoming vegetarian” must specify:

7. CASTE AND FOOD PRACTICES

Food practices among Brahmins provide an important example of why caste cannot be treated as a perfect predictor of dietary behaviour.

Brahmin communities have historically displayed different food practices across regions.

Vegetarian traditions are particularly strong in several Brahmin communities, while some Brahmin communities have historically consumed fish or meat.

Modern social change has further complicated the relationship.

Education, migration, urbanisation, inter-community marriage, employment mobility, restaurants and food-delivery services have increased access to alternative food choices.

Therefore:

Brahmin identity cannot statistically be treated as equivalent to vegetarian identity.

Likewise, the presence of non-vegetarian food consumption among some Brahmin households does not demonstrate that Brahmins as a group have become non-vegetarian.

The appropriate analytical unit is the household or individual respondent rather than the caste label alone.

 

8. HCES EVIDENCE: CHANGING HOUSEHOLD CONSUMPTION

The HCES data provide strong evidence of a structural change in household consumption.

At current prices, rural MPCE increased by approximately 2.64 times, while urban MPCE increased by approximately 2.46 times.

This increase is important because higher household expenditure does not automatically mean higher food quantities.

It can result from:

higher prices,

higher-quality products,

greater product diversification,

higher incomes,

urbanisation,

or a combination of these factors.

 

9. DECLINING FOOD SHARE IN HOUSEHOLD EXPENDITURE

12. THE MILK-PANEER CONNECTION

The rural share increased from 8.04% to 8.33%.

The urban share increased from 7.01% to 7.22%.

This provides empirical support for the importance of dairy in the Indian food economy.

However, milk expenditure cannot be interpreted exclusively as evidence of vegetarianism.

Milk is consumed across vegetarian and non-vegetarian households.

Furthermore, milk is an input into:

paneer,

curd,

sweets,

beverages,

processed foods,

restaurant products.

Therefore, growth in dairy expenditure represents a broader food-market transformation rather than a direct measure of vegetarian identity.

 

13. EGG, FISH AND MEAT: THE ACTUAL EVIDENCE

The rural expenditure share of egg, fish and meat increased:

4.79% → 4.91%

This is an increase of:

0.12 percentage points.

The urban share changed:

3.65% → 3.57%

This represents a reduction of:

0.08 percentage points.

Therefore, the data do not show a dramatic national withdrawal from animal-based foods.

Instead, the rural and urban patterns differ.

Rural interpretation

The expenditure share increased slightly.

Urban interpretation

The share remained broadly stable, with a small decline.

Therefore:

HCES expenditure data do not support the proposition that Indian households have undergone a dramatic nationwide movement away from eggs, fish and meat.

 

14. PROCESSED FOOD AS A MAJOR TRANSFORMATION

One of the strongest changes in the HCES data concerns beverages, processed food and refreshments.

15. FOOD INFLATION: TESTING THE CENTRAL CLAIM

The claim that “vegetarianism is causing grocery inflation” is too narrow.

Food prices are determined through the interaction of demand and supply.

A simplified economic representation is:

Food price = f(demand, supply, production cost, weather, transport, storage and policy)

The actual HCES evidence demonstrates increasing expenditure on several categories, but expenditure growth cannot by itself establish causality.

For example, if the price of vegetables increases by 20%, a household may spend 20% more while purchasing the same physical quantity.

Therefore:

Higher expenditure ≠ necessarily higher consumption quantity.

This distinction is fundamental to the analysis.

 

16. DEMAND-SIDE EFFECT

Dietary preferences can influence food prices.

fertiliser costs,

labour costs,

irrigation,

transport,

post-harvest losses.

Animal foods can additionally be affected by:

feed prices,

poultry disease,

veterinary expenses,

electricity,

refrigeration,

transport,

slaughter and processing costs.

Therefore, attributing food inflation to dietary preference alone ignores the supply side of the food market.

 

18. ACTUAL CONSUMPTION VERSUS EXPENDITURE

This is one of the most important analytical conclusions of the study.

Suppose a household purchased the same amount of vegetables in 2011–12 and 2022–23.

If vegetable prices increased substantially, expenditure would rise even though physical consumption remained unchanged.

Similarly, if household income increased and families shifted from basic cereals toward fruits, dairy, processed food and protein-rich foods, expenditure could increase because of both quantity and quality changes.

Therefore, food expenditure data must not be interpreted as pure dietary-volume data.

The HCES results demonstrate changing expenditure composition, not a direct national measure of kilograms of every food consumed.

 

19. THE BRICS 2026 CASE

The 2026 BRICS Summit in New Delhi provides a contemporary case of food as diplomacy.

The gala dinner featured an all-vegetarian menu that included dishes such as:

The BRICS menu highlighted ingredients such as:

This is a legitimate form of culinary diplomacy.

However, diplomatic representation should not be confused with population statistics.

 

21. THE REPRESENTATION PROBLEM

The central analytical issue is:

Can an all-vegetarian diplomatic dinner represent the entire Indian food culture?

The answer is no, not completely.

India's culinary identity also includes:

Bengali fish cuisine,

Kashmiri meat dishes,

Goan seafood,

Kerala fish and meat traditions,

North-Eastern pork and meat traditions,

Mughlai cuisine,

Awadhi cuisine,

Hyderabadi cuisine,

coastal seafood,

Therefore, vegetarian cuisine is an important part of Indian identity but is not the complete representation of Indian food culture.

These figures show that the Indian food economy is changing through diversification, rather than through a simple national replacement of non-vegetarian food by vegetarian food.

 

25. ECONOMIC INTERPRETATION

The evidence supports a multi-dimensional food-demand model.

Household food expenditure is affected by:

Income + prices + household size + urbanisation + preferences + availability + cultural restrictions + product diversification.

Vegetarian preference therefore represents one component of the demand system.

The evidence does not justify treating vegetarianism as the dominant independent cause of grocery inflation.

Indeed, the stronger HCES changes are visible in:

Declining cereal expenditure share;

Increasing processed-food expenditure;

Increasing fruit expenditure;

Increasing milk expenditure;

Slight rural increase in egg/fish/meat expenditure;

High growth in total MPCE.

This is much closer to a nutrition and consumption transition than a simple vegetarian transition.

 

26. CASE DISCUSSION

The Indian food market is therefore experiencing two simultaneous processes.

Process 1: Traditional dietary identity remains powerful.

Religion, caste, household traditions and regional food cultures continue to shape dietary choices.

Process 2: Market diversification is increasing.

Urbanisation, rising expenditure, migration, education, restaurants, delivery platforms and processed food availability have expanded consumer choice.

The two processes are not contradictory.

A household can maintain a vegetarian identity while increasing expenditure on:

paneer,

milk,

fruits,

packaged foods,

restaurant meals,

sweets,

processed snacks.

Likewise, a non-vegetarian household can consume both vegetarian and animal-based foods.

Therefore, dietary identity should not be equated with the composition of the entire grocery basket.

 

27. POLICY IMPLICATIONS

The empirical findings have several policy implications.

27.1 Food policy should focus on affordability

Government food policy should monitor prices and physical availability rather than assuming that one dietary category is responsible for inflation.

27.2 Quantity and expenditure should be distinguished

Official analysis should distinguish:

quantity,

quality,

expenditure,

frequency of consumption.

27.3 Food diversity should be recognised

India requires policies supporting:

cereals,

pulses,

vegetables,

fruits,

dairy,

eggs,

fish,

nutritious alternatives.

Perishable products such as vegetables, fruits, milk, fish and meat require efficient storage and transportation.

Weather shocks can affect food prices independently of dietary preference.

 

28. IMPLICATIONS FOR CULINARY DIPLOMACY

The BRICS case demonstrates that vegetarian food can be a powerful diplomatic instrument.

However, future diplomatic representation of Indian cuisine should ideally communicate diversity.

An inclusive diplomatic food strategy can include:

vegetarian dishes,

vegan dishes,

egg-based dishes,

fish and seafood where appropriate,

meat dishes where appropriate,

clearly labelled ingredients,

regional food stations,

Such an approach would communicate a more complete message:

30. CONCLUSION

The empirical evidence does not support a simplistic narrative that India has transformed from a non-vegetarian country into a vegetarian country.

India's food economy is much more complex.

The Pew survey demonstrates that 39% of adults identify as vegetarian, while 61% do not. At the same time, 81% report some form of meat restriction. This indicates that Indian dietary behaviour contains a substantial intermediate category in which individuals restrict meat without being completely vegetarian.

The HCES data reinforce this complexity from an economic perspective.

Between 2011–12 and 2022–23, average MPCE increased substantially. Yet the share of food in total expenditure declined. Cereals lost considerable expenditure share, while milk, fruits and processed foods became more important. Egg, fish and meat expenditure did not disappear; its rural expenditure share increased slightly and its urban share remained broadly stable.

The evidence therefore points toward dietary diversification and consumption transition, not a uniform vegetarian transformation.

The food-inflation argument also requires caution. Vegetarian demand can influence prices for pulses, vegetables, dairy and processed foods, but it is only one component of the price mechanism. Supply shocks, climate, input costs, transport, storage, production capacity and market conditions can exert substantial influence.

The BRICS 2026 case adds a diplomatic dimension. The all-vegetarian menu successfully demonstrated the sophistication and diversity of Indian vegetarian cuisine and functioned as an instrument of cultural diplomacy. However, it should not be interpreted as a statistical representation of India's population.

The most defensible conclusion is therefore:

India is experiencing food diversification rather than a simple vegetarian transition. Food inflation is produced by the interaction of demand and supply conditions, while the BRICS vegetarian menu represents a curated diplomatic image of India rather than the complete dietary reality of its population.

India's strongest culinary identity is consequently not vegetarianism alone or non-vegetarianism alone, but diversity, regional variation and coexistence of multiple food traditions.

 

31. DATA-BASED RESEARCH LIMITATIONS

This study deliberately avoids manufacturing primary research results.

The available evidence does not provide an individual-level dataset linking a respondent's vegetarian status directly to that household's grocery inflation.

Consequently, the study can establish:

actual vegetarian identification;

actual meat restrictions;

actual HCES expenditure changes;

actual rural-urban differences;

actual changes in food-category expenditure shares;

actual BRICS menu evidence.

It cannot legitimately claim, without a new respondent-level dataset, that:

“Vegetarians spend X% more than non-vegetarians”

or:

“Vegetarianism causes X% of food inflation.”

Such causal claims would require additional individual-level observations.
